Flame of the redmanes doesn't scale off weapon damage at all, so there's no benefit to using it with something huge. I agree, for raw damage lions claw, flame of the redmane damage will get bad quick, though the heavy poise damage is the appeal, I used it on my executioners greataxe, very brutal. Nothing beats vacuum slice on my great sword.
Ashes of War scale off the weapons total damage, and so with str scaling flame infusion it'll scale off strength, and with flame art infusion it'll scale off faith. It's clearly working as intended, depending on your build you can get as much or more damage than a crit using 28-42 FP. Glintblade Phalanx is lower cost but it still feels balanced.
